Foreign diplomats in Singapore have been under the microscope recently, no thanks to a certain Romanian individual.
The public perception regarding foreign ambassadors seemed to be mixed with some wondering about the exact roles these diplomats have in Singapore.
Here Singapore Kopitiam hopes to help clear the misunderstanding the public has over these foreign envoys.
Mr Stéphane Casteran, who is the director of the Press and Communications Department at the Embassy of France in Singapore, reveals to Singapore Kopitiam about the mysterious world of diplomats.
The 56-year-old French envoy has been in Singapore for over nine months and recalls his decision to work in the Republic was voluntary, as he has never lived in an Asian city before.
And since it is the World Cup season, we also asked Mr Casteran, who is an avid footballer, about his thoughts about the football tournament currently being held in South Africa.
Singapore Kopitiam (SK): Could you briefly describe your role as a foreign diplomat for your country on a normal day?
Stéphane Casteran: In the morning, I will be doing press review (Straits Times, Business Times, Today, Lianhe ZaoBao, My Paper), answering e-mails, disseminating information inside and outside the embassy. In the afternoon, French press review, answering e-mails and writing reports.
SK: What qualities do you think a foreign attaché need?
Stéphane Casteran: To be fluent in several languages; to have a solid grasp of culture; to adapt easily to a new way of life.
SK: Why did you become a diplomat?
Stéphane Casteran: I'm a grandson and son of diplomat, it is in my molecular structure! And also because I like politics and to discover new cultures.
SK: Could you share some highlights you had in Singapore?
Stéphane Casteran: I remember how quickly I settled down (it takes much more time in other countries). The mix of buildings and greenery is absolutely fantastic. I also like the ethnic diversity of the population: Chinese, Indian, Sri Lanka, Malay, [and so many] expats.
SK: What would be the first thing you would tell a foreign guest who is visiting Singapore for the first time?
Stéphane Casteran: "Yes, this is real, you're not dreaming".
ON FOOTBALL
SK: Who do you think will win the FIFA 2010 World Cup?
Stéphane Casteran: Argentina, because of Lionel Messi.
SK: Not France?
Stéphane Casteran: No. In football you never know, but it's highly unlikely. But I will support Paraguay, because my wife is from Paraguay...
SK: Who is your all-time favourite player who has played in the World Cup?
Stéphane Casteran: Pelé. Because when he was playing everything seemed spontaneous, as if it was just for fun.
SK: Do you think French people are passionate about sports?
Stéphane Casteran: Very passionate, we are Latins!
